Portugal 2030

Portugal 2030 is an investment programme that materialises the Partnership Agreement established between Portugal and the European Commission for the period from 2021 to 2027. It foresees the application of around 23 billion euros, focusing on five main development objectives:

  • Portugal + Smart
  • Portugal + Green
  • Portugal + Connected
  • Portugal + Social
  • Portugal + Close to its citizens.

This programme brings together resources from five European funds: the European Regional Development Fund (ERDF), the European Social Fund Plus (ESF+), the Cohesion Fund, the Just Transition Fund and the European Maritime, Fisheries and Aquaculture Fund (EMFAF).
It is implemented through 4 Thematic Programmes

  • PESSOAS 2030: Dedicated to demographics, qualifications and inclusion
  • COMPETE 2030: Focussed on innovation and digital transition
  • SUSTAINABLE 2030: Focussed on climate action and sustainability
  • MAR 2030: Dedicated to sustainable fisheries, energy efficiency, biodiversity and local development and 7 Regional Programmes and the Technical Assistance Programme (PAT)

Although there are different forms of application, in the specific case of microelectronics and semiconductors, the Incentive Systems under the COMPETE 2030 Programme and the Regional Programmes are particularly important.
It should be noted that, in addition to other factors, priority is given to alignment with the Smart Specialisation Strategies, namely:T).
